If you've downloaded and installed a recent version of Windows Live Mail program, you'll find the Send and Receive button missing from the menu bar. In fact, there is no Send/Receive button even when you check the customize toolbar (from the "Options" menu). Yes, I know, it is really strange for an email program not to make this all important function and button prominent.
The point is, the send and receive button (and the process) is now called "Sync". I suppose the renaming has been done with a bigger picture in mind. Synching signifies much more than just sending and receiving email - maybe the company would have features in Windows 7 which shall make it clearer.
Anyway, based on which view (Mail or News) is in use, the Sync button has three options. For instance, the Mail mode has Sync email account, Sync all email account and Sync everything - the shortcuts for the latter two are the F5 and Ctrl-F5 buttons respectively and will send all emails in the Outbox.
If you find no send and receive button in the older version of Windows Live Mail, you or someone, has accidently removed it by customizing the toolbar. You can get it back quickly in just a few mouse clicks. Go to View -> Customize Toolbar. The pop-up has two panels. The one on the right has buttons that are already present in the toolbar while the left panel contains those that can be added to it. Spot "Send/receive" in the left panel and put it back on the toolbar by clicking on the button that has an arrowhead pointing to the right. Click on the "OK" button and you are done.
